Council Advances Annual Street Maintenance Program, Water Storage Capacity Expansion
February 7, 2023 — At the February 6, 2023, meeting of the Wilsonville City Council, the Council approved a $200,000 agreement with Century West Engineering to provide engineering consulting services to advance the 2023 Street Maintenance Project. This annual program to fund street resurfacing keeps the City’s road infrastructure safe and reliable. This year, road improvements are slated on portions of Wilsonville Rd., Boeckman Rd. and Parkway Ave.
The Council approved a $1.47 million agreement with Consor North America, Inc. to provide engineering consulting on an upcoming capital project to add 3 million gallons (3MG) of storage capacity to Wilsonville’s water system.
Also, the Council approved a $270,000 contract with Asco Solutions to provide security and access controls for the City’s new Public Works Complex, which is now under construction to consolidate Public Works functions on a secure, centrally-located Boberg Rd. property.
The Council approved an amendment to the contract with Taylor Morrison Northwest LLC to allow permitting to continue within the Clermont subdivision at Villebois. This action allows construction to continue before park improvements are completed, as more moderate weather is required to resurface tennis courts as stipulated in the agreement.
During Mayor’s Business, the Council approved the appointment of two community members recommended by Mayor Julie Fitzgerald to serve on City Boards & Commissions.
- Alice Galloway Neeley has been appointed to a two-year term on the Development Review Board, through Dec. 31, 2024.
- Jenelle Reid has been appointed to a three-year term on the Kitakata Sister City Advisory Board, through Dec. 31, 2025.
The City Council voted to respond to the legislature’s Joint Semiconductor Committee regarding Clackamas County’s proposed inclusion of French Prairie Rural Reserve and unplanned Norwood Urban Reserve as inappropriate sites to nominate for industrial chip-making factories.
During Communications, Police Chief Robert Wurpes introduced Brenda Evans, who recently joined the Wilsonville Police Department as a Mental Health Specialist. In her role, Evans leads the department’s response to mental health emergencies; provides follow-up care and support; and connects community members to available resources.
Engineering staff shared an update on the Boeckman Road Corridor Improvement Program, a suite of projects to bring Boeckman Rd. to urban standards to support new development in Frog Pond. The project includes a bridge over the “Boeckman Dip” that is requiring a closure of Boeckman Rd. Project managers are encouraging neighbors to sign up here to receive regular project updates.
During the work session held prior to the meeting, Economic Development staff shared an overview of the City’s current programs to support current businesses, attract new employers, and otherwise buoy Wilsonville’s local economy with development programs and incentives.
Planning staff sought the Council’s input to inform development code updates being drafted to facilitate implementation of the recently adopted Frog Pond East & South Master Plan. These amendments codify design standards, Main Street specifications, housing types and other plan elements to ensure quality, cohesive development of future neighborhoods.
Because of the Presidents Day holiday, the next regular meeting of the City Council is to be held on Thursday, Feb. 23, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
