City Continues State of Emergency Through Sept. 11, Approves Procedural Loans to Fund Current, Future Projects
July 21, 2020 — At the July 20, 2020, meeting of the Wilsonville City Council, the City Council extended the local state of emergency until Sept. 11, allowing the City to continue to coordinate an effective COVID-19 response by redirecting funding for emergency use as needed, implementing mutual-aid agreements with other public agencies and otherwise adjusting operations in the interest of public welfare.
The Council and the Urban Renewal Agency board both approved an intergovernmental agreement between the City and the Urban Renewal Agency that provides the Coffee Creek Urban Renewal District with $500,000 on a short-term basis to fund Garden Acres Rd. improvements in the future Coffee Creek Industrial Area. This action avoids the accumulation of loan origination fees and legal costs associated with borrowing from a financial institution at much higher costs.
The Council also approved an Interfund Loan Agreement between the General Fund and the Stormwater Operating Fund that provides a $2.5 million loan with a five-year payback to advance a number of capital projects slated for the next several years.
Additionally, the Council approved a resolution in support of an application to Oregon’s Transportation and Growth Management (TGM) Program for grant funds that would help fund Development Code implementation in the Basalt Creek Planning Area, further preparing the area for future development.
During the Communications period, Emergency Management staff provided an update on the City’s COVID-19 response efforts, including reimbursements, safety controls and environmental controls to reduce the risk of transmission.
Tualatin Valley Fire & Rescue Chief Deric Weiss shared an update on the agency’s COVID-19 prevention protocols and ongoing plans to establish a station in the Charbonneau area.
City staff shared results of the biennial National Community Survey, which gauges resident attitudes, participation and satisfaction with City services. Generally, the results indicated high resident satisfaction with Wilsonville’s quality of life, neighborhoods, safety and amenities.
During work session, Engineering staff provided an update on the proposed I-5 Pedestrian Bridge projects, including preliminary design drawings that showcase bridge and gateway plaza options for the public to consider at an upcoming virtual open house event.
The Council directed Public Works staff to pursue renewing the City’s participation in The Regional Water Providers Consortium (RWPC), which provides leadership in the planning, management, stewardship, and resiliency of drinking water in the metropolitan region.
With City staff, the Council established the City’s legislative priorities to respond to a League of Cities survey being conducted in advance of the 2021 legislative session.
Natural Resources staff updated Council on the status of the City’s first comprehensive Urban Forest Management Plan to guide programs and actions related to the urban forest. With active urban forest management becoming more critical as it ages and changes, staff sought feedback on potential content and processes to guide the plan’s ongoing development.
The City Council’s regular Aug. 3 meeting and work session are canceled. The next scheduled City Council meeting is being held on Monday, Aug. 17, at 7 pm; a pre-meeting work session begins at 5 pm.
