City Council Accommodates New Frog Pond Subdivision, Adjusts Waste Water Pollutant Restrictions

October 4, 2022 — At the October 3, 2022, meeting of the Wilsonville City Council, the Council adopted two ordinances on second reading that annex and rezone 4.9 acres in the Frog Pond West neighborhood. These actions accommodate development of the 12-lot Frog Pond Terrace residential subdivision, consistent with the Frog Pond West Master Plan.

Additionally, the Council established less restrictive local limits (and repealed previous limits) regulating the type and quantity of pollutants discharged to the waste water treatment facility by non-domestic users.  Approved by the Oregon Department of Environmental Quality (DEQ) and informed by the City’s efficient pre-treatment, these limits are in compliance with the City’s National Pollutant Discharge Elimination System (NPDES) permits.

During Communications, a representative of Portland General Electric (PGE) detailed how voluntary participation in PGE’s “Green Future” program by the City and greater community is supporting regional renewable energy initiatives and continuing to lower Wilsonville’s carbon footprint.

Natural Resources staff shared a summary of educational programs recently completed in collaboration with fifth grade students at two Wilsonville primary schools. These programs, at Boones Ferry Primary and Boeckman Creek Primary, provided real-world, science-based applications of storm water and watershed management for the students’ benefit. The project also incorporated members of Wilsonville High School’s National Art Honor Society (NAHS), who developed a three-dimensional watershed model to aide in the educational process. These programs were funded by the Wilsonville-Metro Community Enhancement Program.

At the work session held prior to the meeting, the Council provided feedback to City planners on the recommendations from two recent analyses that were performed to identify transportation improvements and water/sewer infrastructure development to best support future residential growth in Frog Pond East & South.  Final recommendations are to be included in the Frog Pond East & South Master Plan.

Administrative staff shared details of the annual rate review underway with Republic Services to establish 2023 rates for residential, commercial and industrial customers of the City’s garbage and recycling franchise hauler. A resolution establishing 2023 rates is expected to be put before the Council for consideration in November.

The next regular meeting of the City Council is to be held on Monday, Oct. 17, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
