City Council Adopts FY 2021-22 Budget, Extends Grant Support to Wilsonville Community Sharing

June 8, 2021 —  At the June 7, 2021 meeting of the Wilsonville City Council, the Council adopted a City budget for the 2021-22 fiscal year beginning July 1, 2021. The all-funds budget of $241.8 million was previously approved and forwarded for the Council’s consideration by the Budget Committee on May 20.

In conjunction with the adoption of the FY 2021-22 budget, the Council adopted two resolutions that confirm Wilsonville’s eligibility and election to receive state-shared revenues totaling nearly $2.8 million, with $800,000 for the General Fund and about $2 million of gas-tax revenues for the Road Operating Fund.

The Council renewed the City’s annual grant-funding agreement with Wilsonville Community Sharing (WCS), the local community social-services agency and food bank. The City’s grant of $53,600 helps to fund support services — including assistance with rent, food, prescriptions and utility bills — to Wilsonville individuals and families in need. Prior to this action, Wilsonville Community Sharing Board President Carlos Salazar provided an update summarizing WCS’s work to assist Wilsonville community members in need throughout COVID-19.

At a public hearing, on second reading, the Council adopted the Development Review Board’s recommendation to approve Comprehensive Plan and Zone Map amendments in order to accommodate a new 5-unit subdivision on Canyon Creek Rd. 

Additionally, the Council approved a supplemental adjustment to the current fiscal year budget. The largest adjustment accounts for $2.9 million the City saved after recently refinancing Wastewater Treatment Plant outstanding debt.

During Mayor’s Business, the Council confirmed several appointments by Mayor Julie Fitzgerald to City boards and commissions:

  • Development Review Board: appointment of Katherine Dunwell to a term that begins on 7/1/21 and concludes on 12/31/22.
  • Library Board: appointment of Joseph Mallet to a term that begins on 7/1/21 and concludes on 6/30/25.
  • Tourism Committee:
    • Re-appointment of Brian Everest and Lizabeth Price to terms that begin on 7/1/21 and conclude on 6/30/24.
    • Appointment of Jennifer Gage to a term that begins on 7/1/21 and concludes on 6/30/24.
    • Appointment of Elaine Owen to a term that begins on 7/1/21 and concludes on 6/30/23.
  • Wilsonville-Metro Community Enhancement Committee: Re-appointment of Amy Day and Jordan Snyder for terms that begin on 7/1/21 and conclude on 6/30/24.

Mayor Fitzgerald read a proclamation recognizing the Juneteenth holiday, which commemorates the abolition of slavery in America. The City’s first annual Juneteenth celebration takes place in collaboration with community members from the Diversity, Equity and Inclusion (DEI) Committee on Saturday, June 19, at 10 am at Town Center Park.

During Communications, Engineering and Finance staff shared details of a financial plan to fund the project to extend a bridge over the “Boeckman Dip” on Boeckman Rd. To complement the primary funding source – $14.5 in Year 2000 Urban Renewal Funds – the plan taps six additional sources to procure the funding needed to complete the $20.8 million project.

During City Manager’s Business, the City Council authorized City Manager Bryan Cosgrove to waive the final year of lease payments owed to the City by the West Linn-Wilsonville School District, which is vacating the City building located at 29796 SW Town Center Loop E. The facility has housed Arts & Technology High School since 2007.

Cosgrove also noted the pending retirement of Cathy Rodocker, a 17-year City employee who has served as Wilsonvillle’s Finance Director since 2018.

Afterward, the Urban Renewal Agency Board held a legislative hearing to adopt its first Wilsonville Investment Now (WIN) development agreement with California-based Twist Bioscience. WIN incentivizes high value development by providing site-specific urban renewal tax rebates for qualifying development projects. Twist, which specializes in synthetic DNA, plans to expand into a 190,000 square-foot leased space at ParkWorks Industry Center. The move creates 200 new jobs and capital investment of up to $70 million to upgrade the facility.

At the work session held prior to the meeting, the City Council reviewed and prioritized draft goals that, when adopted, are to guide the work of the Council through 2022.

Planning staff provided a report on the status of the Middle Housing Project, a plan being developed to accommodate new State guidelines and identify strategies to generate home inventory for first-time buyers and others seeking a greater variety of housing options in Wilsonville.

The next regular meeting is to be held on June 21, at 7 pm; a pre-meeting work session is scheduled at 5 pm. The meeting scheduled for July 8 has been canceled.
