City Council Adopts SMART Rider Rules, Approves Amendment to Transit Master Plan
October 4, 2018 — At the October 1, 2018, Wilsonville City Council meeting, the Council adopted, on second reading, changes to Wilsonville Code Chapter 10, establishing comprehensive Transit Rider Rules for patrons of South Metro Area Regional Transit (SMART). The list articulates a code of conduct, establishing clear, reasonable and consistent guidelines to allow passengers and SMART employees a safer, more enjoyable use of Wilsonville’s regional transit system and to provide City staff clarity in the enforcement of transit regulations when necessary.
On first reading at a public hearing, Council approved an amendment to the 2017 Transit Master Plan. The new Programs Enhancement Strategy is a comprehensive, prioritized list of desired transit service improvements that would be funded with new revenues provided by the passage Oregon House Bill 2017 that implemented a statewide employee-paid payroll tax.
The Council approved on first reading changes to City development code related to the construction of Accessory Dwelling Units (ADUs). The revised code conforms with changes in state law designed to remove local barriers to development of these kinds of residential units, and improves the functionality and clarity of the code.
The Council also authorized SMART to purchase three compressed natural gas (CNG)-fueled 21-passenger buses to replace aging diesel vehicles. The $333,600 total cost of three buses – federally funded at a ratio of 80:20 – requires a $66,720 local match from SMART’s reserves.
During Communications, City staff presented results from the 2018 Community Survey, which gauges resident attitudes about city amenities, governance and community engagement.
During City Manager’s business, City Manager Bryan Cosgrove informed City Council of misrepresentations about how the City of Wilsonville conducts public business that were made at a legislative E-Board meeting on September 26, 2018. The City Council instructed the City Manager to write a letter to the legislative committee to set the record straight and provide background information on the City’s position regarding the proposed expansion of the Aurora State Airport.
In the work session prior to the meeting, staff discussed the ongoing development of the City’s Integrated Pest Management Plan, which outlines various methods used to control pests at parks and other City properties.
