City Council Adopts Tourism Strategy, Appoints Six to Boards
May 17, 2022 — At the May 16, 2022, meeting of the Wilsonville City Council, the Council adopted a Five-Year Action Plan and Annual One-Year Implementation Plan for the Wilsonville Tourism Development Strategy. The plan summarizes the past year’s program, provides a longer-range five-year plan, and details specific components and activities for the 2022-23 fiscal year.
The Council approved an unbudgeted expenditure of $340,000 for the removal and replacement of failing roof trusses at the Kiva Building, a two-story City-owned structure located next to the former Arts & Technology Building on Town Center Loop East.
Additionally, the Council approved a five-year extension of its agreement with Veolia North America-West, LLC, to continue operations and maintenance of the Willamette River Water Treatment Plant (WRWTP).
The Council approved an amendment to the 2012 Stormwater Master Plan that adds the Meridian Creek Culvert Replacement Project. This amendment ensures the project is eligible for Stormwater System Development Charge (SDC) funding, allowing it to take place in conjunction with the upcoming Boeckman Road Corridor Project (BRCP).
At a public hearing, on second reading, the Council adopted two ordinances that annex and rezone 8.7 acres to accommodate the construction of a 148,000-square-foot warehouse/manufacturing facility within the Coffee Creek Industrial Area.
During Mayor’s Business, Mayor Julie Fitzgerald recommended several appointments to City Boards & Commissions, which were ratified by a vote of the City Council.
- Budget Committee: Synthea Russell appointed to a term ending 12/31/2022.
- Library Board: Natalie McNown appointed to a new four-year term ending 6/30/26.
- Library Board: Yasmin Ismail re-appointed to a new four-year term ending 6/30/26.
- Tourism Promotion Committee: Lin Anderson appointed to a term ending 6/30/24.
- Tourism Promotion Committee: Rohit Sharma and Brandon Roben re-appointed to new three-year terms ending 6/30/25.
During Communications, Public Works Director Delora Kerber shared a short video highlighting a few of substantial contributions made by Public Works staff to protect the health, safety and quality of life of community members. By proclamation, Mayor Fitzgerald officially declared May 15-21 as “Public Works Week.”
At the work session held prior to the meeting, City staff shared details of two grant awards recommended by the Wilsonville-Metro Community Enhancement Committee. A $40,000 grant would fund construction of a hard surface trail to connect the Old Town neighborhood to Boones Ferry Park. A grant of $8,250 would fund the Wilsonville Boones Ferry Historical Society’s Oral History Preservation Project. A resolution to approve the grants is to be scheduled for the June 6 meeting.
Planning staff shared details of a plan under development to establish strategies that support more inclusive public engagement on City projects. Staff sought the Council’s direction on the draft guidelines, designed to remove barriers to participation for individuals historically underrepresented in engagement efforts.
The Council discussed proposals to address the hazard posed by the use of fireworks, and considered drafting guidelines that invoke a temporary city-wide ban on fireworks usage during periods of extreme heat.
The next regular meeting of the City Council is to be held on Monday, June 6, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
