City Council Approves Agreement to Complete Villebois Parks, Adopts Streetscape Plan
October 19, 2021 — At the October 18, 2021, meeting of the Wilsonville City Council, the Council approved an interim agreement with Taylor Morrison Northwest, LLC, to advance the design and construction of Villebois’ Cavallo Park (Regional Park 6) and complete construction of Trocadero Park (Regional Park 5). The parks are scheduled to be completed next summer. The agreement outlines the general funding, design and construction terms until a more comprehensive development agreement may be executed.
At a public hearing, on second reading, the Council adopted the Middle Housing in Wilsonville Project, which updates City development guidelines to comply with new State law and to better meet current and future housing demand by creating home-buying opportunities for a wider variety of families and individuals.
With that action, the Council took two related actions:
- It approved updates to Planning Divisions fee schedules with a resolution that also removed duplicative fees and added clarity to the wireless communication facility fees adopted in June (Resolution 2905).
- It adopted updates to the Old Town Neighborhood Plan to ensure the plan complies with House Bill 2001and to implement administrative rules and other recent law changes (including Senate Bill 1051 and the Equitable Housing Strategic Plan.)
On second reading, the City Council adopted the Wilsonville Town Center Streetscape Plan at a public hearing. The Streetscape Plan establishes design guidelines for Town Center sidewalks and streets — including items such as street furniture, lighting fixtures, landscaping, public art placement and pavement design — to create a distinct look and feel for future Town Center streets.
Also on second reading, the City Council adopted a zone map amendment for 1.4 acres in the Villebois Village Center. The change from ‘public facility’ to ‘village’ is consistent with intentions set forth in the Comprehensive Plan and Villebois Village Master Plan.
The Council authorized a resolution authorizing the City Manager to execute an amendment to the agreement with Kiewit Infrastructure West Co. to fund $2.27 million purchase of a new ozone generation system for the Willamette River Water Treatment Plant expansion project.
To fund additional tourism promotion and destination marketing services, the City Council approved an amended contract with JayRay Ads & PR, Inc. The action is meant to attract visitors to Wilsonville businesses and increase the City’s transient lodging tax revenue.
Finally, the Council approved a supplemental budget adjustment that rolls over more than $5.8 million of unused Capital Improvement Project (CIP) funds into the current fiscal year budget and allocates $1.38 million in new funds to accommodate additional costs from wage adjustments, ice storm damage, flood repairs at City Hall and other projects.
During Mayor’s Business, Mayor Julie Fitzgerald encouraged residents to consider applying for the Civics Academy. The City program provides an in-depth look at how local government operates. The deadline to apply has been extended to Nov. 5.
During Communications, City Parks & Recreation staff and the chair of the Kitakata Sister City Advisory Board shared the board’s updated vision and goals and discussed plans to broaden the cultural exchange program with Kitakata (Key-ta-kah-ta) City, Japan.
At the work session held prior to the meeting, Planning staff discussed the early stages of Frog Pond East & South Master Planning, including project timelines and preliminary outreach efforts. The Council underlined the importance of providing extensive and inclusive outreach to allow the public a prominent voice in the development of Wilsonville’s next planned neighborhoods.
Administrative staff shared the results of the City’s annual waste and recycling rate review, which shows that the rate of return received by Republic Services exceeds that allowed by the contract. The City is pursuing a rate reduction for all three classes of solid-waste customers (residential, commercial and industrial customers) and the removal of a temporary recycling surcharge in January. A resolution establishing the 2022 rate structure is to be considered in November.
At a brief meeting of the Urban Renewal Agency immediately following the City Council meeting, the Board approved a supplemental budget adjustment to rollover about $2.3 million in unused funds from the previous fiscal year into the current year budget.
The next regular meeting of the City Council is to be held on Monday, Nov. 1, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
