City Council Approves Contract to Build New, Upgraded Restroom Facilities at Memorial Park

September 21, 2021 — At the September 20, 2021, meeting of the Wilsonville City Council, the Council approved a $475,000 contract with Romtec Inc. to replace and upgrade the central restroom facilities at Memorial Park.

The project, identified as a priority in the Memorial Park Master Plan, is providing six (6) new individual, all-gender bathrooms that nearly double existing capacity to support more than 100,000 annual park visitors. The project also reduces long-term park maintenance costs and provides more inclusive facilities for park users.

Additionally, the Council awarded a contract to McCoy Freightliner for the purchase of a 5-yard vacuum/jetting cleaning truck. The truck complements the City’s less agile 10-yard truck, improving the City’s storm water maintenance capabilities and providing additional flexibility, redundancy and resilience to support the City’s efforts to keep sewer and storm water lines clean and functioning.

The Council amended a ground lease agreement with the Willamette Water Supply Program (WWSP). The amendment modifies the list of infrastructure improvements to be made in Wilsonville to offset the disruption to be caused by the WWSP’s installation of a 66-inch water pipeline. New improvements include the replacement of deteriorating concrete panels in the roadway and an extension of the City’s fiber optic infrastructure along SW 95th Ave., between Boeckman Rd. and Ridder Rd.

Also, the Council approved a resolution that adds Kimberly Graves to the City’s list of eligible pro tem Municipal Court judges. The action allows Graves to preside over the City’s municipal court on occasions if/when Municipal Court Judge Fred Weinhouse is unavailable to serve in this capacity.

During Mayor’s Business, Mayor Julie Fitzgerald shared a brief video that articulates the vision and values established by the City Council at a two-day spring retreat. Those values informed the development of the 2021-23 City Council Goals.

At the work session held prior to the meeting, Planning staff discussed details of the completed Middle Housing in Wilsonville Project, which is being considered for adoption at a public hearing during the next scheduled meeting of the City Council on Oct. 4. The plan achieves City compliance with House Bill 2001 and Senate Bill 458, establishes new design standards, and supports the City’s Equitable Housing Strategic Plan with provisions to allow duplexes, triplexes and other middle housing types in areas zoned for single-family homes.  

The next regular meeting of the City Council is to be held on Monday, Oct. 4, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
