City Council Approves Contract to Coordinate Construction Activities Along Boeckman Road Corridor

November 2, 2021 — At the November 1, 2021, meeting of the Wilsonville City Council, the Council approved a $480,000 contract with Murraysmith, Inc., to coordinate upcoming construction activities along the Boeckman Road Corridor (BRC).

Four inter-connected capital projects are scheduled on Boeckman Road to support the development of the Frog Pond neighborhoods, including the construction of the Boeckman Dip Bridge. In August, the Council approved an alternative contracting method, Progressive Design Build, to deliver these complex and environmentally-sensitive projects more efficiently.

The Council also passed a resolution that adopts new Oregon residential building codes. Taking this action ensures that Wilsonville structures continue to meet accepted safety standards and that application of codes is consistent with that in neighboring jurisdictions.

During Mayor’s Business, Mayor Julie Fitzgerald encouraged residents to attend one of two virtual Oregon Department of Transportation workshops to learn more about the Regional Mobility Pricing Project, a plan to introduce tolling on stretches of I-5 and I-205.

At the work session held prior to the meeting, Planning staff sought direction to define boundaries for Vertical Housing Development Zones (VHDZ) at Wilsonville Town Center.  VHDZ is a tax abatement to incentivize the construction of multi-story residential buildings that include ground floor retail space.

Natural Resources staff sought direction on the City’s draft Urban Forest Management Plan (UMFP), which details steps the City is to take to ensure the growth and protection of Wilsonville’s urban forest canopy. The plan details additional strategies specific to two focus areas – Charbonneau and Wilsonville Town Center.  The final UFMP is scheduled to be considered for adoption by the Planning Commission (November 10) and by the City Council (December 6).  

At a Urban Renewal Agency meeting immediately following the City Council meeting, the URA board authorized the contract with Murrayhill, Inc., cited above, to facilitate project coordination in the Boeckman Road Corridor.

The next regular meeting of the City Council is to be held on Monday, Nov. 15, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
