City Council Approves Frog Pond West Infrastructure Fees and Annexes Roadway Land for School
At the August 7, 2017, Wilsonville City Council meeting, the Council approved a methodology for calculating an infrastructure supplemental fee payable by developers designed to finance infrastructure that serves the proposed Frog Pond West residential area. The Council’s action implements the Frog Pond West Infrastructure Funding Plan adopted by Council on July 17 that called for additional fees to underwrite costs to extend City infrastructure to the Frog Pond area. The primary infrastructure projects to be funded include road and utility improvements on Boeckman Road and Stafford Road, a neighborhood park, and a proportional cost-share of a future new bridge on Boeckman Road crossing Boeckman Creek. The Council held a public hearing and on first reading adopted an ordinance that annexes into City limits a small portion of land acquired by the West Linn-Wilsonville School District to be used as a road right-of-way for the new Meridian Creek Middle School under construction southwest of the intersection of Wilsonville/Stafford Roads and Boeckman/Advance Roads. Once construction of the new SW 63rd Avenue road is completed, the school district plans to dedicate the road right-of-way to the City.
The City Council also approved a resolution designating Wilsonville as a “Bee City USA® Affiliate,” as part of a nationwide effort to increase understanding and appreciation of the value of pollinators and their habitat. The Council action implements a Council goal that seeks to address the community aftereffects of the infamous “Bee Kill” event of June 2013 brought about by the unlawful application of neonicotinoid pesticides by commercial licensed applicators at a shopping center parking lot.
Under Mayor’s Business, the Mayor issued a proclamation in support of the American Cancer Society’s work by declaring August 17, 2017, as “Wilsonville Relay for Life Day.” The Mayor also made several appointments to City boards and commissions that were confirmed by Council, including reappointment of Caroline Berry to a second four-year term to the Library Board and reappointment of Jeff Brown to Position 3 and Albert Levit to Position 4 for second three-year terms to the Tourism Promotion Committee.
Also during the meeting, City Manager Bryan Cosgrove gave an update to Council on staff’s status on advancing Council 2017-18 goals. City Attorney Barbara Jacobson presented information to Council on legal research pertaining to government limitations on constitutionality-protected free-speech rights applicable to panhandling activity.
During work session prior to the meeting, the Council heard reports on several matters, including: a proposed high-speed Internet fiber business plan; proposed form-based code for the Coffee Creek industrial area; potential options for building an access road to the parking lot of the Memorial Park dog-run area and community garden; and a review of the Frog Pond West infrastructure financing plan.
