City Council Approves Funding to Build Water Reservoir, Complete Street Maintenance Program

June 20, 2024 — At the June 17, 2024, meeting of the Wilsonville City Council, the Council approved a $10.2 million contract with Tapani, Inc., to complete construction of the West Side Level B Reservoir and Tooze Road Transmission Main. When complete, the reservoir adds 3 million gallons of additional storage capacity to Wilsonville’s water system to support planned growth, as identified in the 2012 Water System Master Plan.

The Council also approved a $143,714 agreement with Century West Engineering to provide construction support and inspection services during completion of this summer’s annual Street Maintenance Program, which is resurfacing and restriping about .85 miles of city roadways and upgrades sidewalk curb ramps and signal push buttons to improve pedestrian accessibility on Bailey Street, Boones Ferry Road, and Boberg Road.

The Council adopted two resolutions which, collectively, adopt administrative rules that align recently adopted contracting Code with public art policies. The rules also define when exceptions to procurement requirements may be utitlized.

The Council adopted the canvass of the May 21 primary election. Wilsonville residents narrowly rejected measures to adjust the City’s term limits provisions and to establish an urban renewal district at Wilsonville Town Center.

As part of the funding strategy for the Boeckman Road Corridor Project (BRCP), the Council  approved two two-year Interfund Loan Agreements to be repaid on July 1, 2026, with funds from the Willamette Water Supply Program (WWSP) balloon payment.

  • One provides a $1.25 million loan to the Roads CIP Fund from the Road Operating Fund
  • Another provides a $8.75 million loan to the Roads CIP Fund from the Water Operating Fund.

The city renewed its membership in the Regional Water Provider Consortium (RWPC), approving an amended intergovernmental agreement among 25 regional water providers. The City’s participation in the RWPC provides effective and efficient support related to water emergency planning, water conservation, and water supply coordination.

The City Council approved an amended contract with Woodburn Construction CM/GC, LLC., Inc. that provides an additional $67,000 in funding for renovations to the Wilsonville Police Department building. He project allows Police to maximize the facility’s short-term operational efficiency and provide better customer service.

During Mayor’s Business, Mayor Julie Fitzgerald spent considerable time discussing steps that Oregon Department of Aviation has begun with an eye toward expanding the Aurora Airport. She noted a lack of transparency in the process, and noted the plan’s possible impact on Oregon Department of Transportation should the project require moving a portion of freeway.  Public input on expansion alternatives is welcome until June 23.

Mayor Fitzgerald acknowledged the upcoming Korean War Remembrance Ceremony on June 29, after which the new Korean War Memorial Interpretive Center will open to the public.

The City Council acknowledged proclamations that designate June 17-23 as “Pollinator Week” and July as “Park & Recreation Month.”

During the work session held prior to last night’s meeting, Transit staff sought the Council’s feedback on a preliminary plan to allocate about $8 million in Statewide Transportation Improvement Funds (STIF) over the next two years to support several existing SMART services and fund new programs and amenities. A final plan is to be submitted this summer to the Oregon Transportation Commission and Tri-Met.

Planning staff delivered a final review of draft code amendments that would establish development standards for the Frog Pond East and South neighborhoods. Staff sought feedback in advance of bringing a final amendment package forward for adoption next month.

The scheduled July 1 meeting of the City Council is canceled. The next regular meeting of the City Council takes place on Monday, July 15, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
