City Council Approves Funding to Install Residential LED Lighting,  Complete Regional Parks at Villebois

April 5, 2022 — At the April 4, 2022, meeting of the Wilsonville City Council, the Council approved a $605,000 construction agreement with Northstar Electrical Contractors, Inc. to complete the first residential phase of the LED Fixture Conversion project. This city-wide project is replacing high-pressure sodium (HPS) streetlights throughout Wilsonville with energy-efficient Light Emitting Diode (LED) lighting.

Last night’s action is expected to fund the conversion of more than 750 residential streetlights within Charbonneau, Courtside Estates, Foxchase, Montebello, Morey’s Landing, Park at Merryfield, Renaissance at Canyon Creek, Rivergreen and Wilsonville Meadows. 

To fund the purchase and installation of playground equipment, shelters and unitary surfacing in Villebois Regional Parks 7 and 8, the Council also approved a $450,000 contract with Northwest Playgrounds. These amenities are expected to be installed, and the parks substantially complete, this fall.

The Council adopted two amendments that annex and rezone 12.8 acres in the Frog Pond West neighborhood. These actions accommodate the development of the 38-lot Frog Pond Vista residential sub-division, consistent with the Frog Pond West Master Plan.

Additionally, the Council authorized a $200,000 contract with Jarrett Walker and Associates, LLC, to develop an updated Transit Master Plan for SMART Transit and the City of Wilsonville.  The Transit Master Plan update is to address new technologies, grant funding opportunities, and recommendations for additional projects to advance SMART’s mission.

During Mayor’s Business, Mayor Julie Fitzgerald read a proclamation declaring April 4-8 “Wilsonville Wildcats Week” in recognition of the 5A State Championship title recently captured by Wilsonville High School’s boys’ basketball team.  The Wildcats completed their 27-2 season with their sixth straight appearance – and fourth win – in the 5A championship game.

The Council approved an employment agreement with Amanda Guile-Hinman, who will begin her tenure as City Attorney on May 2.  Formerly Wilsonville’s Assistant City Attorney (2016-2020), Guile-Hinman is currently the City Attorney for the City of McMinnville.

Mayor Fitzgerald recognized upcoming Earth Day and Arbor Day, noting the City’s status as a “Tree City USA,” an honor bestowed by the Arbor Day Foundation for 24 years running in recognition of the City’s work to protect and grow its treescape.

The Mayor also noted Wilsonville’s first electric tool exchange, which takes place on Saturday, April 30, at Clackamas Community College, 10 am-2 pm. To purchase tools for the exchange and/or to learn additional details about this program, visit portlandgeneral.com/apriltoolexchange.

During Communications, District 26 Rep. Courtney Neron delivered a summary of the legislature’s accomplishments during the recently-completed State legislative session in Salem, including a $1.9 million allocation to the City in support of a future transit-oriented residential development project. Neron noted the legislature’s significant investments to address homelessness, support stronger schools, meet healthcare needs, support workforce development, broadband infrastructure, educator retention, among other priorities. 

The Wilsonville Little League completed a quick presentation on their project to build new bleachers with funding provided by the City’s Community Enhancement Program.

There was no work session held prior to tonight’s meeting.

The next regular meeting of the City Council is to be held on Monday, April 18, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
