City Council Approves Parks & Recreation Master Plan and Updates to Stormwater Code
September 7, 2018 — At the September 6, 2018, Wilsonville City Council meeting, the Council conducted a public hearing and adopted, on first reading, a major update to the Parks and Recreation Master Plan that amends the City’s Comprehensive Plan. Last revised in 2007, the primary purpose of the Master Plan is to provide a safe and efficient network of recreation facilities, parks and natural spaces to provide a wide-range of residents and visitors access and opportunities for passive and active experiences through physical activity and social interaction. The new Master Plan addresses a number of issues, including an Integrated Pest Management (IPM), Tree City and Bee City USA objectives, urban forestry management plan, synthetic turf fields and study of an indoor year-round sports facility.
The Council conducted another public hearing and approved a re-write of Wilsonville Code (WC), Chapter 8 – Environment, to address both housekeeping and substantive issues for rules and enforcement of stormwater regulations. The new code accounts for changes to federal and state laws and a need to clarify components of the enforcement of stormwater, industrial wastewater and sanitary-sewer regulations. New provisions clarify when and how enforcement actions are triggered and provide for escalating penalties for a lack of compliance.
The Council also approved a contract for the lowest, responsive bid by Paul Brothers, Inc., in the amount of $636,538.70, for major parking and access improvements to the Dog Park and Community Garden at Memorial Park. Funded by Park Systems Development Charges (SDCs) paid by new development, major enhancements include construction of a new parking lot, stormwater management facilities, utilities, lighting, landscaping, a restroom pad, access roadway, bridge guardrails and offsite transportation improvements.
Prior to the meeting in work session, the Council heard reports from City staff on proposed transit-rider rules by South Metro Area Regional Transit (SMART), draft updates under consideration for Water and Sewer SDCs and the Parks and Recreation Master Plan.
