City Council Approves Project to Increase Water Treatment Plant Intake Capacity
July 20, 2021 — At the July 19, 2021 meeting of the Wilsonville City Council, the Council approved an intergovernmental agreement with the City of Sherwood to share the costs of a project to increase the intake capacity of the Willamette River Water Treatment Plant by 5 million gallons per day. The project, to accommodate future growth in both cities, is expected to get underway next year.
The Council also approved two intergovernmental overnight loan agreements between the City and the Urban Renewal Agency. Required by State urban renewal law, these transactions provide resources to fund work on the 5th St./Kinsman Rd. extension, the “Boeckman Dip” bridge and Brown Rd.
Additionally, the Council authorized the City Manager to execute an agreement with PFM Financial Advisors, LLC for financial advisory services. Advisors assist the City on a wide variety of services related to capital financial planning, cost benefit analyses and keeping up to date with financial markets.
The Council extended the Local State Of Emergency to provided continued flexibility to aid the City’s public safety efforts during the pandemic.
Also, the Council approved a new three-year contract with Metereaders LLC to provide meter reading services to the Finance department. Data provided by Metereaders is used to generate utility bills for residential and commercial water customers.
The Council passed a pair of resolutions in support of the City’s request for grant funding from the Oregon Department of Land Conservation and Development (DLCD). One grant would substantially fund the 2023 Wilsonville Housing Needs Analysis; the other funds additional work by staff and consultants on housing affordability components of the Frog Pond East and South Master Plan.
During Communications, PGE Staff shared an overview of its emergency response review in the wake of recent ice storms as well as its plans to mitigate the impact of future wildfires, ice storms and other emergencies.
City staff shared a video in support of National Parks & Rec. Month showcasing the employees who provide Wilsonville’s events, programs and park maintenance.
At the work session held prior to the meeting, Planning staff detailed the progress of the Middle Housing Project, which updates local development code to implement new State law designed to provide a greater variety of housing inventory. Staff shared proposed design standards, infrastructure impacts of the draft plan. A public Middle Housing Project Forum to review and discuss the plan takes place virtually tonight at 6 pm.
SMART Transit Staff shared details of the “bus on shoulder” pilot project, a partnership with the Oregon Department of Transportation to allow SMART buses to/from Tualatin to drive on the shoulder of Interstate 5 when traffic slows below 35 mph.
Public Works Operations Manager Martin Montalvo delivered an After Action Report that summarized the City’s emergency response in the aftermath of February’s ice storm. He indicated that City is able to recoup nearly 90 percent of expenses required to clear public right-of-ways, remove debris and ensure public safety.
The next regular meeting of the City Council is to be held on Monday, Aug. 2, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
