City Council Approves Streetscape Plan, Adopts Updated Development Code to Support Middle Housing

October 5, 2021 — At the October 4, 2021, meeting of the Wilsonville City Council, the Council, on first reading, approved the Wilsonville Town Center Streetscape Plan at a public hearing. The Streetscape Plan establishes design guidelines for Town Center sidewalks and streets — including items such as street furniture, lighting fixtures, landscaping, public art placement and pavement design — to create a distinct look and feel for future Town Center streets.

At another public hearing, on first reading, the Council approved the Middle Housing in Wilsonville Project, which updates City development guidelines to comply with new State law and to better meet current and future housing demand by creating home-buying opportunities for a wider variety of families and individuals.

At a third public hearing, on first reading, the City Council approved a zone map amendment for 1.4 acres in the Villebois Village Center. The change from ‘public facility’ to ‘village’ is consistent with intentions set forth in the Comprehensive Plan and Villebois Village Master Plan.

The City Council approved a contract with C.R. Contracting LLC to repair damaged concrete and apply a slurry seal that protects the WES Transit Station Parking Lot asphalt. The project mitigates the impacts of using the lot as a debris management site in the wake of February’s ice storm, extends the useful life span of the existing asphalt and reduces long-term maintenance costs.

The Council also approved a new three-year contract with The Leo Company to provide governmental relations consulting and emergency preparedness training.

Councilors expressed their appreciation for outgoing Library Director Pat Duke, who recently retired after 25 years serving the Wilsonville community. Duke’s legacy includes years of statewide advocacy to advance the impact of childhood literacy programs, including support of Dolly Parton’s Imagination Library

At the work session held prior to the meeting, City Manager Bryan Cosgrove sought the Council’s direction to identify and prioritize programs that may be funded with the City’s $5.4 federal allocation from the federal American Rescue Plan Act (ARPA).  Cosgrove shared a draft list of projects that would support Council Goals and meet ARPA funding criteria. Generally, APRA funds must support public health, develop water, sewer and/or broadband infrastructure or address negative economic impacts for the benefit of residents and local business operators.

Public Works staff shared details of Phase II of a project to install new LED street lights throughout Wilsonville, The project, scheduled to begin in several residential neighborhoods this spring, provides more energy-efficient lighting that reduces the City’s energy and maintenance costs and reduces CO2 emissions.

Representatives of Public Works also shared the results of a City-wide street tree inventory recently completed to assess the city-wide impact of February’s ice storm on the City’s treescape. The completed inventory is helping the City to coordinate strategies to mitigate tree damage and identify locations for new trees to be planted.

The next regular meeting of the City Council is to be held on Monday, Oct. 18, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
