City Council Funds Plans to Develop Garden Acres Rd., Build Stormwater Drainage Infrastructure
December 3, 2018 — On Monday, Dec. 3, the Wilsonville City Council passed a motion approving a $3.6 million industrial site-development loan application to the state economic-development agency Business Oregon. Proceeds from the loan, to be repaid overtime by urban renewal funds generated by new development, would fund improvements to Garden Acres Road that serves the new Coffee Creek Industrial Area.
Council executed a $215,000 professional services agreement with AKS Engineering and Forestry to develop stormwater drainage infrastructure to mitigate seasonal flooding and support future development within both the Coffee Creek Industrial Area and the Basalt Creek Concept Area.
Additionally, Council adopted the Canvas of Votes of the Nov. 6, 2018, General Election. This action affirms the election of City Councilors Charlotte Lehan and Ben West to the Wilsonville City Council for four-year terms beginning in January 2019. Lehan, who was re-elected, and West, a newly-elected official, are scheduled to be sworn-in during the Jan. 7, 2019, City Council meeting.
During Citizen Input, community members expressed concern about how an approved residential development in Villebois would alter the neighborhood treescape. City Council and staff provided project background, including the developer’s offer to adjust designs to add park space that preserves some trees impacted by development.
During Communications, Clackamas County transportation officials presented the new countywide community awareness plan, “Drive to Zero,” that is being introduced with the goal of eliminating traffic-related fatalities.
At a work session prior to the meeting, City staff sought Council’s input on the Wilsonville Town Center draft plan, which is set to be presented to the Planning Commission for consideration next month.
Staff discussed amending water system development charges to accommodate future infrastructure growth and also recommended that the City renew, with minor changes, a recycling surcharge established this summer in response to drastic changes in the international recycling market.
A draft of the City’s community investment strategy in Arts, Heritage and Culture was presented to Council for initial consideration and input. A refined strategy, developed with Clackamas County Arts Alliance, is scheduled to be presented for public comment in January.
At the Urban Renewal Meeting, directly after the City Council meeting, the Board approved a supplemental budget adjustment of $1.51 million to accommodate the purchase of commercial property along the east side of Town Center Loop West. Conditionally approved by City Council on Nov. 19, the acquisition provides a site for the east landing of the proposed I-5 Pedestrian & Bikeway Bridge.
