City Council Report for August 15, 2016
On August 15, 2016, the City Council held a first reading and approved an ordinance for a Zone Map amendment of a 3.2-acre site located in the Villebois Village Center west of Villebois Drive North, south of the future Paris Avenue to allow the parcel to be developed as 82 condominiums and 10 row houses along with associated streets, alleys, and open space. The Council action changed the parcel’s zoning from Public Facility to the Village Zone. The proposal was previously approved by Development Review Board (DRB) Panel B on July 25.
Under Mayor’s Business the City Council welcomed a nine-member delegation from Yeoju City, South Korea, as part of business and trade mission to the United States that also included a stay in Chicago. In honor of the visiting delegation, Mayor Tim Knapp proclaimed August 15 as “‘Yeoju City Day in Wilsonville’ to Celebrate International Peace and Cooperation,” and provided each visitor with an “Honorary Wilsonville Community Citizen” card. Prior to the Council meeting Mayor Won Kyeong Hei and visitors, along with City officials, members of the Korean-American community and Korean War veterans, paid respects to those who served in the military at the Oregon Korean War Memorial in Town Center Park.

Under New Business Council discussed a possible future resolution regarding the Clackamas County Gas Tax ballot measure to be voted on in November where 60 percent of the funds would be dedicated to fund Clackamas County road maintenance projects and 40 percent of the funds raised in Wilsonville would be dedicated to road maintenance projects in Wilsonville.
On the Consent Agenda the Council approved two resolutions. The first authorizes the City to enter into a contract with MIG Inc. to assist with community engagement and consultation for completion of the Town Center Redevelopment Planning project. The second resolution authorizes the City to enter into a contract with Northstar Electrical Contractors to complete the 2016 Street Light Infill project which includes the installation of new street lights along Boeckman Road over I-5 and Boones Ferry Road between SW 95th Avenue and Day Road.
During work session prior to the meeting, City Council received reports and discussed design guidelines for cellular technology equipment located in the City’s right-of-way, an update on the IT Strategic Plan and support for a project that seeks to reopen the Willamette Falls Locks.
