City Council Report for June 19, 2017
At the June 19, 2017, Wilsonville City Council meeting, the Council adopted four different resolutions that together approve the City’s Fiscal Year 2017-18 Budget as approved by the Budget Committee and also made final adjustments to the current 2016-17 budget. The Council action is the final step in the process to adopt the City’s annual budget for the upcoming fiscal year beginning July 1, 2017. The all-funds budget of $174.1 million includes contingency reserves of $71.3 million; the most-flexible general fund that supports basic municipal services is $32.3 million, less $10.3 million in contingency reserves. The balance of the budget, $135.3 million, is dedicated to specific funds supported by user fees and taxes on gasoline and payroll within the City for particular uses, such as the City’s public transit agency South Metro Area Regional Transit (SMART), road maintenance, operations or utility services. The City Council held a public hearing and approved on first reading the Frog Pond West Master Plan that guides growth and residential development of the mostly undeveloped 181-acre area west of Stafford Road and north of Boeckman Road that is located in the urban growth boundary. The Council also approved the proposed infrastructure financing plan for public improvements like roads and sewer lines that is complicated by many small lots under different ownerships. Council members requested additional information regarding the number of windows on homes and fence standards. The tentatively approved plan, scheduled for a second reading on July 17, is a sub-element of the City’s Comprehensive Plan and includes amendment to the City’s Comprehensive Plan Map and text, Development Code and the Significant Resource Overlay Zone Map.
Fourth grade students from Mrs. Hanlon’s Boones Ferry Primary class with help from CREST Director Bob Carlson nominated three, approximate 200-year-old oak trees at Kinsman Road and Gaylord Way to the City’s Heritage Tree program. Council approved the nomination to the City’s Heritage Tree program of the “Three Sisters” oak trees located on property owned by Chad and Jordan Ward.
Under Continuing Business, the Council held a second reading and adopted the updated Transit Master Plan (TMP) that was tentatively approved upon first reading at the prior City Council meeting on June 5. The updated plan makes route adjustments and other changes to better serve the public transportation needs of Wilsonville residents and commuters served by South Metro Area Regional Transit (SMART).
Under Mayor’s Business, the Mayor and City Council recognized 22 graduates of the Wilsonville Citizens Academy who completed the six-month-long community engagement program that began in January. Graduates of the 2017 academy include: Catherine Allard, Allison Browning, Baird Chrisman, Richard Dougall, Klaus Gibson, Cornelia Gibson, Susan Hanson, Mary-Elizabeth Harper, Amanda Johnson, Sophia Lochner, Everett Lapp, Jimmy Lee, Tracy Meyer, Norb Murray, Fred Ruby, Susan Schenk, John Schenk, Leann Scotch, Katie Sullivan-Jacob, Benjamin West, Stephen Wilcox and Anthony Yeznach. In September the City begins recruiting interested community members for the next Citizens Academy training program that runs January-June 2018.
Under New Business the Council reviewed and approved three separate resolutions. The Council adopted two resolutions that modify a prior grant and renews an annual support grant for Wilsonville Community Sharing’s community-assistance and utility-relief programs. The third resolution approved adopts a collective bargaining agreement between the City of Wilsonville and SEIU Local 503. The Council also adopted updates to the Five-Year Action Plan and Annual One-Year Implementation Plan for the Wilsonville Tourism Development Strategy.
On the Consent Agenda the Council passed three resolutions. Two resolutions authorize the City Manager to contract for architectural and engineering services at the water treatment plant and the library. The third resolution authorizes a contract for annual road-maintenance work.
During work session prior to the meeting, in addition to matters that came before the City Council during the regular meeting, the Council heard reports and discussed a snow and ice control plan for winter weather, LED streetlight conversion update and commercial food-scraps recycling.
