Council Approves Annexation of Frog Pond Property, Supports Tobacco Retail License

March 6, 2019  — At the Wilsonville City Council meeting on March 4, 2019, the Council held a public hearing and adopted two ordinances on first reading that annex and rezone approximately 24 acres within the Frog Pond West neighborhood. Together, these actions enable the residential development of Frog Pond Meadows, located west of Stafford Road just north of Boeckman Road. Frog Pond Meadows is third approved development in the Frog Pond West neighborhood.

Council formally pledged support of proposed Clackamas County legislation to implement a Tobacco Retail License (TRL) requirement for any retailer that sells tobacco and other nicotine products. The annual TRL fee, expected to cost retailers $500-600, would support enforcement of Oregon laws prohibiting the sale of these products to individuals under the age of 21.

Having previously adopted a resolution on Feb. 18 to amend water SDC rates, Council took a follow-up action, passing a motion that retroactively delayed the effective date of the new fees by one day to Friday, March 1, at 5 pm. The motion was a response to public concerns that City communications about the timing of the rate adjustment were unclear.

Additionally, Council adopted a resolution that amends a 2007 agreement with Washington County to give the City of Wilsonville planning authority in a portion of the Basalt Creek Planning Area.

During Communications, Metro Councilor Craig Dirksen shared details of the agency’s broad agenda, including a regional transportation ballot measure being developed for consideration in 2020 to reduce congestion throughout the Portland Metro area.

Prior to the meeting in a work session, City staff shared a draft of the City’s Signage & Wayfinding Plan approved by the Planning Commission last month. Staff sought direction on project phasing, design materials and other details before it formally presents the plan for Council consideration on March 18. 

Staff from the City and Washington County also provided preliminary details about a project to extend the Basalt Creek Parkway to Boones Ferry Road. The Parkway opened in January as part of a Washington County project that extends 124th Ave. south from Tualatin-Sherwood Road and east to Grahams Ferry Road within the Basalt Creek Planning Area.
