Council Approves Funding to Complete Boeckman Road Corridor Improvements
December 5, 2023 — On December 4, 2023, the Council executed a guaranteed price amendment with contractor Tapani | Sundt that allocates the final $36.8 million needed to complete construction of a suite of five projects that comprise the Boeckman Road Corridor Improvement Program.
This action, the final scheduled amendment to the Progressive Design-Build Agreement, paves the way for these inter-connected, high-priority Capital Improvement Projects to proceed; they include construction of the “Boeckman Dip Bridge,” bike/pedestrian facilities, the extension of a sanitary sewer line to serve Frog Pond neighborhoods, and intersection improvements at Canyon Creek Rd.
Also, the Council authorized the sole source selection of two long-time partners – Friends of Trees (FOT) and the Backyard Habitat Certification Program (BHCP) – to continue, for three years, valuable partnerships that support responsible stewardship of the City’s natural resources. FOT provides site preparation activities, community planting and mulching events, neighborhood outreach, and maintenance to improve native habitats and urban forest. BHCM provides assistance and incentives to residents with small lots (an acre or smaller) who seek to restore native wildlife habitat in their backyards.
To achieve target fire flow standards for hydrants serving Wilsonville Summit Apartments, Canyon Creek Apartments and Sundial Apartments, the Council approved acquisition of easements required to construct and maintain new portions of water pipe at these properties.
To meet the Federal Transit Administration (FTA) guidelines to receive federal funding, the Council approved the Public Transportation Agency Safety Plan (PTASP) developed by a SMART safety committee.
To enhance the safety and security of City buildings, the Council approved a contract with Absco Solutions to fund the installation of an upgraded Motorola security card access and camera system at the Wilsonville Library. This system, installed at the City’s new Public Works Complex, is to eventually be used at all City facilities.
The Council authorized a $105,000 contract with CompuNet for the purchase of computer hardware required by the City’s Information Services department to adequately provide safe day-to-day operation of virtual operations.
During Mayor’s Business, Mayor Julie Fitzgerald welcomed the Wilsonville High School girls soccer team and read a proclamation declaring Dec. 4-8 “Wilsonville Wildcats Week” to honor the team on the occasion of its third straight Oregon Sports and Activities Association 5A state championship.
The Council also adopted a two-year extension to the employee agreement of Municipal Court Judge Fred Weinhouse.
During her comments, the Mayor also previewed a legislative hearing to take place on Dec. 14 at City Hall, 5-7 pm. The session provides an opportunity for community members to provide comment on an Oregon Department of Transportation initiative to introduce tolling on portions of I-5 and I-205.
A scheduled item to adopt the 2024 rate schedule for local collection and disposal of solid waste and recyclables was removed from the agenda and is now scheduled to be considered on Dec. 18.
During the work session prior to the meeting, Economic Development staff provided an update on the nearly-complete urban renewal feasibility study for Town Center. Among other components, the study forecasts financial capacity and identifies projects that could be included in a formal urban renewal plan. The Council reviewed the list of projects that would – if funded through a future urban renewal plan – create the infrastructure that would stimulate walkable, private development as envisioned by the community in the 2019 Town Center Plan.
Planning staff sought the Council’s input on development standards to be established within the Frog Pond East and South Master Plan area to regulate the size and location of new buildings to provide more flexibility for developers to meet objectives set forth in the Frog Pond East and South Master Plan and other housing policies, including the Equitable Housing Strategic Plan.
The next regular meeting of the City Council is scheduled to be held on Monday, Dec. 18, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
