SMART Earns Innovation Award, City Council Takes Action to Accommodate Frog Pond Development
April 19, 2022 — At the April 18, 2022, meeting of the Wilsonville City Council, the Oregon Transportation Association presented South Metro Area Regional Transit (SMART) with its System Innovation Award.
This award acknowledges SMART’s innovative collaboration with the Oregon Department of Transportation to develop the “Bus-on-Shoulder” pilot project, which allows SMART buses to travel on the freeway shoulder over a segment of I-5 between Elligsen Rd. and Tualatin.
The City Council took several actions to accommodate future residential development in Frog Pond West, consistent with the Frog Pond West Master Plan.
- On first reading, the Council adopted two amendments that annex and rezone 13.2 acres to accommodate the construction of 17-lot Frog Pond Estates subdivision.
- On first reading, the Council adopted two amendments that annex and rezone 10.4 acres to accommodate the construction of 41-lot Frog Pond Oaks subdivision.
- On second reading, the Council adopted two amendments that annex and rezone 12.8 acres to accommodate the construction of 38-lot Frog Pond Vista subdivision.
The Council approved a $167,000 contract with Blackline, Inc., to fund a project to reseal the asphalt driving surface of three Wilsonville neighborhoods this summer. The 2022 Slurry Seal Project extends the serviceable life of about 4.4 centerline miles of City roadway in the Hazelwood neighborhood and on Meadows Loop, Willamette Way West, Willamette Way East and surrounding neighborhood streets.
Additionally, the Council approved a $468,000 contract with Scott Edwards Architecture to provide architectural services that support the construction of the City’s new Public Works Complex. The vendor is to provide services needed to complete permitting, bidding, and contract administration.
The City Council agreed to the terms of a settlement between the City and Otak, Inc. The City is to receive $50,000 after alleging that the vendor failed to meet the required standard of care in the preparation of the Project Bid Schedule for the 5th St. to Kinsman Rd. extension project. This action caused the City to incur additional construction costs.
During Mayor’s Business, the Council approved grant awards allocated by the Tourism Promotion Committee:
- $8,000 to the Wilsonville Arts & Culture Council to fund the Festival of Arts and Summer Performance Series
- $5,000 to the Wilsonville Rotary Foundation in support of the Summer Concert Series
Natural Resources staff presented details of Spring Fling 2022, a week-long series of environmental awareness activities to commemorate Earth Day on April 22.
There was no work session held prior to tonight’s meeting.
The next regular meeting of the City Council is to be held on Monday, May 2, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
