Boeckman Road Corridor Improvements

Looking west up Boeckman Rd as bike approaches, car drives uphill

Boeckman Road is closed to through traffic between Canyon Creek Road and Sherman Drive. The closure is needed to remove the “dip”, construct a new Boeckman Bridge, and make other road improvements to make the road safer for motorists, cyclists, and pedestrians.

During the closure, which continues until Spring 2025, all through traffic on Boeckman Road is to be detoured via Stafford Road or Canyon Creek Road to Elligsen Road.

Fall 2024 Project Update

Major Steps in Bridge Construction Completed

  • The bridge is now resembling a bridge. The girders were successfully placed in September and deck construction underway.

Major Step in Boeckman Road Improvements Completed

  • East of the project area, curbs have been installed and the first layers of pavement are in place to Stafford/ Wilsonville Road. The top asphalt lift will be placed near the end of the project to provide a uniform surface and avoid construction damage

What to Expect Next With the Other Four Project Components

Boeckman Road Improvements

Between Sherman Drive and Wilsonville/Stafford Road:

  • Sidewalks and bike paths are being constructed.
  • Stormwater facilities are being constructed.
  • Ramps at intersections are underway. Some ramp reconstruction is normal as the contractor achieves the tight slope tolerances and details required to comply with City standards.
  • Final paving over the whole road sometime is expected to occur during the Spring of 2025. Traffic in the area can expect delays during future paving activities.
  • Flashing beacon pedestrian signals still to be installed.

Boeckman Dip Bridge

  • Fill placement and MSE walls for abutments will be nearing completion.
  • Grading and construction will continue on the stormwater pond that will be located on the southeast side of the bridge
  • Grading will continue for the path and maintenance road north of the bridge near Morgan Farms where the area has been cleared. This path will go under the bridge.

Roundabout at Canyon Creek Road

  • Roundabout construction will occur in four phases.
  • Phase 1 paving is coming up in October. Grading and underground franchise utility conduit placement on the other phases will follow.
  • Flagging with some construction delays can be expected; traffic control will change slightly with each phase of the roundabout construction.

Joint Utility Trench (JUT) for Franchise Utilities

  • Eleven franchise utility service providers (such as Comcast, Ziply, Verizon) have lines in the JUT. They continue to install their communication lines in the Joint Utility Trench (JUT) – with most of their remaining work now on the west side of the bridge, with only some remaining east of the bridge.

  • May 13, 2024:  Starting Thursday, May 16th, traffic lights shut off at the intersection of Boeckman and Stafford Road for about three weeks due to utility work for the ongoing improvements to Boeckman Road. Crews will direct traffic Monday to Friday, 9:15 am to 3:15 pm. Expect delays.
  • May 2, 2024: For the remainder of construction, those driving on Boeckman Road should allow for extra travel time, and be prepared for delays, flaggers, and temporary lane closures at the following locations:
    • West of the road closure, at the Canyon Creek intersection.
    • East of the road closure, between Stafford Road and Sherman Drive.
  • May 2, 2024: Upcoming traffic light shut off  at the intersection of Boeckman and Stafford Road for utility work for about three weeks.  Expect flaggers at this intersection directing traffic. We will share dates as work gets closer.
  • May 2, 2024: Residents should prepare for pile driving work beginning in mid- to late-May for approximately four weeks during daytime hours (8 am-6 pm) Monday through Friday.

About the Project

Boeckman Road Project Map

Boeckman Road provides a vital connection through Wilsonville as one of three primary east/west corridors for travel. With new Wilsonville neighborhoods in the Frog Pond area and a new primary school on the way, the road is even more essential.

The Boeckman Road Corridor Project provides upgrades on Boeckman Road between Canyon Creek Road and Wilsonville/Stafford Roads to make it safer and easier for all users drivers, cyclists, pedestrians, and riders — along the corridor.

To minimize disruptions, speed up completion, and provide cost efficiencies, the project combines four projects in one.

These include:

  • Boeckman Dip Bridge Construction
  • Sewer Extension between Stafford Road and Boeckman Dip
  • Boeckman Road Street Improvements
  • Canyon Creek Road/Boeckman Road Intersection Improvements

WHY BUILD THE BOECKMAN BRIDGE AND ROUNDABOUT?

We’ve heard from residents asking, “Why is the City building a bridge across Boeckman Creek?” And “Why build a roundabout?”

The most important reason is safety for our community. Today the Boeckman Dip has substandard features that contribute to unsafe travel conditions:

  • Two narrow travel lanes
  • No shoulders
  • Steep grade
  • Limited sight distance to see and be seen
  • No bike lanes
  • Sidewalk on only one side

Resulting in:

  • Limited access for those that have trouble trekking up and down steep hills.
  • Difficult and hazardous bicycle travel.
  • Insufficient sight distance contributing to rear end crashes at Canyon Creek Road.
  • Frequent reckless driving

The bridge will greatly reduce these risks and ensure safer travel now and well into the future.

The roundabout at Canyon Creek Road will keep traffic moving much more efficiently over time than the current 4-way stop. Roundabouts have proven to provide safe, cost effective, low maintenance intersection solutions. In order to coordinate it with the bridge, the best time to build it is now.

Project Overview

Boeckman Dip Bridge Construction:  The project upgrades a section of Boeckman Road constructed in the 1960s.

  • Constructs a new bridge over Boeckman Creek
  • Upgrades the existing steep, narrow, rural roadway to an urban standard
  • Reduces slope of roadway and improves visibility for drivers, pedestrians, emergency responders and transit vehicles
  • Builds safe bicycle and pedestrian facilities to make it safer and easier to walk, run, and cycle
  • Removes culvert for future project to improve fish passage
  • Enhances the creek’s natural resources and treats stormwater for improved water quality

Boeckman Creek Regional Trail Connection: Constructs a section of the Boeckman Creek Regional Trail between the new bridge and Frog Pond. Future construction will connect the trail to Memorial Park.

Boeckman Road Sewer Improvements: Constructs approximately one-half mile of new sanitary sewer trunk on Boeckman Road to serve the Frog Pond area. The new sewer will connect existing sewer lines between the new bridge on the west and Wilsonville/Stafford Roads on the east.

The Boeckman Road Street Improvements: Improves the existing roadway between Canyon Creek Road and the Wilsonville/Stafford intersections to accommodate all usersdrivers, riders, pedestrians, and cyclists. The design will incorporate Safe Routes to Schools elements for the future primary school and Meridian Creek Middle School and protected crossing elements for neighborhood connections.

Canyon Creek Road/Boeckman Road Intersection Improvements: Constructs a traffic signal or roundabout at the intersection of Canyon Creek Road and Boeckman Road to relieve congestion, improve safety and traffic flow.

Stafford Road / SW 65th Avenue / Elligsen Road Intersection: To mitigate traffic impacts during closure of Boeckman Road for the bridge construction a temporary traffic signal will be installed to detour traffic at the Stafford Road/ SW 65th Avenue/ Elligsen Road intersection.
