City of Wilsonville Municipal Code Chapter 8

Chapter 8 of the City of Wilsonville’s municipal code shall be known as the Environment Chapter and includes ordinances familiarly referred to as the Water Conservation Ordinance, Public Sanitary Sewer Use Ordinance, Storm Water Ordinance, Industrial Wastewater Ordinance, and Environment Enforcement. 

Chapter 8 addresses four key sections – Water Conservation; Public Sanitary Sewer; Stormwater; and Industrial Wastewater regulations. This Chapter sets forth requirements and enforcement mechanisms pertaining to these four sections. Information regarding compliance requirements for each of the four sections is as follows: 

(a) Water Conservation: The Water Conservation regulations are found in Sections 8.100 through 8.111 and involve the City's regulation of personal and business use of water during emergencies. 

(b) Public Sanitary Sewer: The Public Sanitary Sewer regulations are found in Sections 8.200 through 8.209 and to any person or business whose property is connected to the Public Sanitary Sewer system. The Public Sanitary Sewer regulations state when a connection to the public sanitary sewer system is required (8.201); the permitting and specifications for such connections (8.204); and construction of public sanitary sewers (8.207); and other regulations found in Sections 8.200 through 8.209. 

(c) Stormwater: The Stormwater regulations are found in Sections 8.300 through 8.318 and applies to any person or business who discharges materials into the City's stormwater system, including run-off from owned property; or who constructs a stormwater facility that connects to or discharges any material, including property run-off, into the City's stormwater system. The Stormwater regulations include construction requirements (8.301); erosion prevention and sediment control requirements (8.317); and enforcement measures (8.318); and other regulations found in Sections 8.300 through 8.318. 

(d) Industrial Wastewater: The Industrial Wastewater regulations and enforcement are found in Sections 8.400 through 8.502 and apply to businesses that are subject to the United States Environmental Protection Agency's (EPA) regulations found in the Code of Federal Regulations (CFR), Title 40, Part 403 regarding pretreatment and discharge of industrial wastewater.
