Sam Scull

Sam Scull was appointed to the City Council on Oct. 20, 2025, to the seat previously occupied by Katie Dunwell, who resigned her post in September 2025. Scull was sworn in on Nov. 3, 2025, for a term that continues through Dec. 2026. 

Prior to joining the Council, Scull served on the City’s Planning Commission, Development Review Board, and Budget Committee, where he gained practical experience in land use, development standards, and fiscal stewardship. That service provided him with a strong understanding of how local decisions directly shape neighborhoods, infrastructure, and long-term community stability.

Professionally, Sam built a 30+ year career in engineering, manufacturing, and global operations, primarily within the Defense and Commercial Cooking industrial sectors. He holds a Bachelor of Science in Industrial Technology and an MBA, combining engineering and operational expertise with strategic leadership. Over the course of his career, he has led global teams, managed complex budgets, and overseen operational improvements across multiple regions. His experience emphasizes disciplined execution, data-driven decision-making, and long-term planning—skills he brings directly into his public service work.

Beyond his professional and City leadership roles, Sam has been a committed volunteer with the American Red Cross since 2008, serving on Disaster Action Teams, shelter operations, and supply chain support teams in both California and Oregon. His Red Cross work has placed him on the front lines of community response—helping families navigate some of their most difficult days and reinforcing the importance of preparation, coordination, and compassionate service. In addition, Sam has been actively involved in homeowners’ association leadership, working closely with neighbors to address shared priorities and strengthen neighborhood livability. Together, these experiences shape his approach to governance—grounded in listening, practical problem-solving, and a deep commitment to community resilience.
