The City of Wilsonville and Oregon Department of Transportation (ODOT) are partnering to improve traffic flow and reduce congestion on the I-5 Boone Bridge heading south from Wilsonville. The “Southbound I-5 Boone Bridge Auxiliary Lane Study” plans to examine the traffic impacts and costs for adding an additional lane on I-5 from the Wilsonville Road interchange (Exit 283) south past Miley Road (Charbonneau Exit 282B) to the Aurora/Canby/Hubbard Highway 551 interchange (Exit 282A).

The Wilsonville Parks and Recreation Department is welcoming public feedback for an extended period through Jan. 15, 2018, as part of the master-planning process for Boones Ferry Park, which borders the Willamette River in Old Town. [DSC_0649_resized]
Three conceptual plans have been developed with various elements that were suggested as part of the community-engagement process. Community members are asked to share their feedback and preferences for development, which include: greater river access, nature play, a dog park, wooded trail system and a number of other options. At the Dec. 18, 2017, Wilsonville City Council meeting, the Council approved two contracts for road-construction projects estimated at $1 million designed to mitigate traffic congestion in the I-5/Wilsonville Road/Boones Ferry Road intersection area. The Council endorsed a contract to the low bidder, Kerr Contractors Oregon, Inc., in the amount of $562,578 to modify the I-5/Wilsonville Road interchange Exit 283 southbound freeway on-ramp. The project adds a third stacking lane to the metered I-5 on-ramp in order to increase capacity to hold an additional 25 vehicles waiting to enter the freeway during evening rush-hour.
The second traffic-mitigation project was awarded to Brown Contracting, Inc., for $191,649 to reconstruct the southern, signalized entrance/exit to Old Town Square/Fred Meyer shopping center to include a second travel lane on northbound Boones Ferry Road between the exit/entrance and Wilsonville Road.

At the Dec. 4, 2017, Wilsonville City Council meeting, the Council approved advancing a major remodeling project for the Wilsonville Public Library. Construction bids for the $1.35 million project came in approximately $200,000 over initial staff estimates, and include a completely upgraded heating-air conditioning-ventilation (HVAC) system and new furniture. The Library District of Clackamas County is contributing $1 million to the project, with the balance of the remodeling costs originating from the City’s general fund.
The Council also authorized a $492,000 contract with MurraySmith, Inc., for design of a replacement wastewater-systems pump station in Memorial Park that relocates the facility to a higher elevation away from the 100-year floodplain of the Willamette River. Previous FEMA floodplain maps had not identified the pump station location in the floodplain; however, the major 1996 Willamette River flooding event revealed that the facility was in the floodplain....

The City of Wilsonville Parks and Recreation Department seeks public feedback through December as part of the master-planning process for Boones Ferry Park. Based on initial suggestions by community members at two prior workshops held in September and October, three conceptual plans have been developed with various elements. Online feedback is accepted until Dec. 31 at the project website, www.WilsonvilleParksandRec.com/BoonesFerry.
The existing seven-acre park is located adjacent to almost four acres of forested waterfront property to the east, three undeveloped acres to the west between the railroad tracks and Boones Ferry Road and three forested acres to the north. Community members are asked to share their feedback and preferences for development options, which include greater river access, nature play, a dog park, wooded trail system and a number of other options.

At the Nov. 20, 2017, Wilsonville City Council meeting, the Council conducted a second reading and adopted a new ordinance long in the works that guides design standards for single-family homes in the Old Town area of Wilsonville. The changes to City Code codify designs for new or remodeled homes that are compatible with the historical nature of the Old Town neighborhood, where a majority of residences were built prior to the 1970s. A slight modification of the code approved by Council clarified that an applicant home-builder can either use the pre-approved Old Town design standards for faster approval or request a different design through the standard City development-review process.

During the months of November and December, contractors are scheduled to conduct survey work and geotechnical drilling during weekday daylight hours in the City of Wilsonville’s Willamette River Water Treatment Plant Park, 10350 SW Arrowhead Creek Lane. Activities are planned for Monday through Friday, between 8 a.m. and 5 p.m.; no work is scheduled on national or school holidays, such as Veterans Day and Thanksgiving.
Park visitors may notice drill rigs on the grounds, in the parking area and along segments of the Ice Age Tonquin Trail. While there may also be occasional blocked access to the pathway, the park remains open to the public for use; however, for safety reasons, park users are requested to stay away from equipment and related hazards that are clearly marked.

On Oct. 12, 2017, the City of Wilsonville Parks and Recreation Advisory Board awarded grants to support community programs with funding from the City’s Opportunity Grant program. Three local organizations were awarded $12,355 in grants:
Wilsonville Community Seniors, Inc. for their support of "Wilsonville Piecemakers": $7,355
Wilsonville High School for auditorium lighting system: $3,000
I-5 Connection Chorus for support of the community chorus program: $2,000
The Opportunity Grant program is funded by the City’s general fund to assist local individuals and organizations that further educational or artistic opportunities; encourage and foster diversity; foster advances in education, art or community leadership; or involve youth or elderly population in community activities. A total of $25,000 is made available each year, with application deadlines in September and March, and grant awards made the following month.

The City of Wilsonville is holding a second public workshop to help plan the future of Boones Ferry Parkon Thursday, Oct. 26, 6:00 p.m., at Wilsonville City Hall, 29799 SW Town Center Loop E. The City’s Parks and Recreation Department seeks community input through development of a new park master plan on preferences for enhancing park and open-space amenities and increasing public access to the Willamette River.
The Boones Ferry Park master-planning effort started on Sept. 5 when more than 40 community members gathered in Boones Ferry Park and shared their ideas for the future of the park. Design Concepts, a landscape architecture and planning firm sub-contracting for GreenPlay, LLC, plans to review findings from the first workshop and present proposed concepts on Oct. 26. At the workshop, participants will break out into groups and discuss proposed plans, offering valuable feedback for staff and consultants.

At the October 2, 2017, Wilsonville City Council meeting, the Council welcomed new Police Chief Rob Wurpes, a Lieutenant with the Clackamas County Sheriff’s Office (CCSO) that the City contracts with for law-enforcement services. Chief Wurpes has 18 years of experience with CCSO as a public information officer, police chief for the former City of Damascus and currently with the inter-agency Tri-Met police task force. He succeeds Chief Adam Phillips who retired in August to accompany his spouse on a relocation employment-promotion to Japan.

The City of Wilsonville’s South Metro Area Regional Transit (SMART) agency has been awarded a competitive grant in the amount of $1.45 million by the Federal Transit Administration (FTA) for the purchase of new electric-powered buses. Funded by the U.S. Department of Transportation’s “Low or No-Emission (Low-No) Bus Program Projects,” SMART plans to purchase two 35-foot battery-electric buses and install charging infrastructure. The City is providing a local $400,000 match—15% match for vehicles and 10% for charging stations—for a total project amount of $1.85 million.

The City of Wilsonville is hosting a public informational meeting and open house about the Coffee Creek Industrial Area on Thursday, Oct. 5, 6:00 – 7:30 p.m., at Republic Services, Operations Command Center, 10295 SW Ridder Road, Wilsonville.
City staff are scheduled to present information about the Coffee Creek Industrial Area, including the future vision for the area, proposed zoning changes to guide the vision, planned roadway improvements, and the Willamette Water Supply pipeline project. Staff can answer questions about prospective timing of development and what these projects mean for nearby property owners and residents.

The City of Wilsonville Parks and Recreation Department offers two grant opportunities available to both individuals and organizations. The grants are designed to financially assist projects that benefit the Wilsonville community. Applications are currently being accepted for the Community Opportunity Grant. The Community Opportunity Grant is intended to assist funding of projects and services that promote education, diversity, arts, or community involvement in the City of Wilsonville. Funding is available twice each fiscal year, with deadlines the last Friday in September and the first Friday in March. The next deadline for applications is Friday, September 29, 2017.

One ordinance changes City Code that requires the installation of long-lasting, energy-saving LED street lights rather than the older, traditional sodium vapor streetlights for new or replacement street lights. The ordinance also codifies that City-owned street lights are now maintained by the City, rather than by electrical provider PGE. The second ordinance adopted updates City Public Works Standards to require the installation of dark-sky friendly LED street lights for private and public development.

The Wilsonville Public Library Foundation recognizes OrePac Building Products for support of public computing and Internet access at the Wilsonville Public Library with a $10,000 contribution. The cash donation is part of a larger five-year commitment by the company to help the Library improve opportunities for public access to computers and Internet services at the Library.

At the Aug. 24, 2017, Wilsonville City Council meeting, the Council conducted a second reading and adopted an ordinance that annexes into City limits a small portion of land acquired by the West Linn-Wilsonville School District to be used as a road right-of-way for the new Meridian Creek Middle School under construction southwest of the intersection of Wilsonville/Stafford Roads and Boeckman/Advance Roads. Once construction of the new SW 63rd Avenue road is completed, the school district plans to dedicate the road right-of-way to the City.

The City of Wilsonville is holding a community kick-off event to help plan the future of Boones Ferry Park on Tuesday, Sept. 5, 6:00 p.m., at Boones Ferry Park, 31240 SW Boones Ferry Road. The City seeks community input regarding preferences for enhancing park and open-space amenities and increasing public access to the Willamette River through development of a new park master plan.
“We are excited to hear community members’ ideas on how the City should invest and manage Boones Ferry Park,” explained Parks and Recreation Director Mike McCarty.

At the August 7, 2017, Wilsonville City Council meeting, the Council approved a methodology for calculating an infrastructure supplemental fee payable by developers designed to finance infrastructure that serves the proposed Frog Pond West residential area. The Council’s action implements the Frog Pond West Infrastructure Funding Plan adopted by Council on July 17 that called for additional fees to underwrite costs to extend City infrastructure to the Frog Pond area. The primary infrastructure projects to be funded include road and utility improvements on Boeckman Road and Stafford Road, a neighborhood park, and a proportional cost-share of a future new bridge on Boeckman Road crossing Boeckman Creek. On February 11, 2017, the Wilsonville City Council met at an all-day retreat to generate a set of long-term policy objectives and biennium goals for 2017-2018. The long-term objectives offer broad policy direction for the City for approximately the next 10 years. The 2017-18 Council goals provide more specific short-term policy level actions for the City to take in the upcoming biennium to help achieve the long-term objectives. The Goals and Administrative Directives were put into a Work Plan to make it easier for the public to monitor the performance and outcomes.
The 2017/2018 Wilsonville City Council Work Planprovides a high level overview of community priorities established by your governing body. The Work Plan includes plans and projects that address important issues related to residential growth, transportation enhancements, growing the City’s tax base, adding family–wage jobs, environmental preservation, and expanding cultural opportunities in the City.

The City of Wilsonville has released the “2017-18 Annual Report,” which is being distributed to all residences and businesses in Wilsonville.
The “2017-18 Annual Report” reviews community highlights and key accomplishments by the City over the past year, examines the fiscal year 2017-18 operating budget, and presents information on various City programs, services and volunteer boards and commissions. The “2017-18 Annual Report” marks the sixth year that the City has produced an annual report-type document that reviews the prior fiscal year highlights and previews upcoming projects over the next year.
Specific topics covered in the full-color, 16-page publication include reviews of community economic development, public library operations, transportation infrastructure, parks and recreation, police, public works and SMART transit.

Boeckman Road west of 95th Avenue in Wilsonville is planned to be reopened on Tuesday, July 25 in time for the morning commute. The road is being reopened after a three-month closure for the construction of a new roundabout at the future intersection with Kinsman Road that was completed a week ahead of schedule.
The newly-completed roundabout is part of the Kinsman Road extension project that extends Kinsman Road one mile from Barber Street near the Barber Street Bridge and the SMART/WES Commuter Rail Transit Center to connect with Boeckman Road to the north. The full Kinsman Road extension project is expected to be completed and opened next summer.

The City of Wilsonville is launching a design survey for community members and other stakeholders to share their preferences for the future look and feel of Wilsonville’s Town Center area. The survey asks participants to review a variety of images that represent a range of possibilities for future development in the 100-acre area that encompasses the properties north of Wilsonville Road, within and adjacent to Town Center Loop. The survey, which takes only five minutes to complete, is now available at www.WilsonvilleTownCenter.com/designsurveyand remains open until Sunday, Aug. 20.
